Implementation

The National Finance Center (NFC)-hosted time and attendance (T&A) applications are being modified to allow the recording of PBL using TC 66 with TD 40.

Agencies with their own T&A front-end applications must make the necessary modifications and/or coordinate with their vendors to be able to utilize TD 40 with TC 66 to record PBL.

Agencies will determine an employee's PBL entitlement. The approval and usage of PBL should be administratively controlled by the Agency using OPM-issued interim regulations.

PBL hours will be added to the Other Leave on the employee's Earnings and Leave Statement.
