TA 20-03, Paid Parental Leave for Federal Employees

Summary

In accordance with the Code of Federal Regulations, part 630, Absence and Leave (5 CFR § 630), as of Pay Period 20, 2020, Federal civilian employees will be granted up to 12 weeks of paid parental leave (PPL). Public Law 116–92, dated December 20, 2019, known as the Federal Employee Paid Leave Act (FEPLA), provides guidance for this new leave type.

The new law applies to leave taken in connection with a birth, adoption, or foster care placement occurring on or after October 1, 2020. The U.S. Office of Personnel Management (OPM) will issue necessary regulations and guidance to implement this legislation.

The National Finance Center (NFC) is establishing prefixes to be used in conjunction with transaction code (TC) 62 (Sick Leave) for the purpose of recording this information.

Implementation

T&A Applications:

NFC's T&A applications are being modified to allow the following new PPL options when requesting leave:

NOTE: Agencies with their own T&A front-end applications will need to coordinate with their vendor if they need to utilize the new PPL options.

NOTE: Employees must be coded eligible for FMLA in the applicable T&A entry application in order to use PPL. Eligibility is determined by the Agency.

NOTE: Employees coded as Federal Wage System will be able to select the applicable shift.

TIME:

TIME error message codes for PPL have been created. TMGT Table 034 has been modified to include the new TIME error codes and messages.

NOTE: The BEAR 18 file will be updated to ensure the employee is eligible for PPL.
