INQUIRY 16-09, Wounded Warriors Federal Leave Act of 2015

Summary

A new leave category, Disabled Veteran Leave, is being added as a result of the Wounded Warriors Federal Leave Act of 2015, Public Law 114-75. This leave is only available to Federal employees who are Veterans with a service-connected disability rated at 30 percent or more, employed by a Title 5 Agency, or covered by the Title 5 leave provisions, and have been hired in a covered civilian position on or after November 5, 2016.

On the Other Leave screen (IR138) two new fields will be created for the Disabled Veteran Leave.

Time Inquiry - Leave Update System (TINQ)

On the Annual & Sick Leave screen (TI001) two new fields will be created to allow updates to the Disabled Veteran Leave for the balance and start date. Two fields, Annual -Lv-Error field and the Sick-Lv-Error field on the Annual & Sick Leave screen, will be deleted to add the new Disabled Veteran Leave fields.

Employee Personal Page (EPP)

On the Leave screen and Leave Demo page, a new field will be added for the Disabled Veteran Leave. The Disabled Veteran Leave balance will also be visible on the Statement of Earnings and Leave.

Table Management System (TMGT)

On the Time Edit Error Messages and Codes table (I034) two new Time Errors will be created with the Remarks Code and Descriptions table (I052). A new Remark Code will be added for the Disabled Veteran Leave.

Implementation

Disabled Veteran Leave provides immediate access to 104 hours for any new Federal employee (hired on or after November 5, 2016) who is a Veteran with a service-connected disability rated at 30 percent or more, for the purposes of undergoing medical treatment for such disability. If the employee is reinstated after a break in service, or transferred and has a sick leave credit balance when they are hired, the amount of Disabled Veteran Leave will be reduced by the amount of sick leave that the employee has available on the first day of reemployment. Part-time non-seasonal and full-time or part-time seasonal employee's leave will be prorated based on the employees' tour of duty. Any Disabled Veteran leave credited to an employee that is not used during the first 12 months of employment and/or reemployment shall be forfeited.

To display the Disabled Veteran Leave and the applicable start date in IRIS, select IRIS Other Leave screen (IR138). The following new fields were added to the Other Leave screen:

Time Inquiry - Leave Update System (TINQ)

The Agencies will be allowed to modify the Disabled Veteran Leave in TINQ by selecting the Annual & Sick Leave screen (TI001). The following new fields were added to the Annual and Sick Leave screen:

The earliest start date to be applied will be November 5, 2016. TINQ should not allow any date earlier. A balance can only be added to Disabled Veteran Leave if Veteran-Pref-Rif code is 1 and Disabled-Vet-Leave-Start-Date is greater than or equal to November 5, 2016.

Table Management System (TMGT)

To display the Disabled Veteran Leave Time Errors in TMGT, select TMGT Time Edit Error Messages and Codes screen (TM034I0) and enter I034 in the Enter Function and Table number field.

The following two new error messages were added to the Time Edit Error Messages and Codes screen:

To display the Disabled Veteran Leave Balance Remarks Code in TMGT, select TMGT Remarks Code and Descriptions screen (M052I0) and enter I052 in the Enter Function and Table Number field. The new Remark Code 30V - Employee is Entitled to Disabled Veterans Leave, the Current Balance is _ _ as of _ _. Employee's Beginning Date of Entitlement for Disabled Veterans Leave is _ _ will be displayed in the Remarks Alpha field.

Employee Personal Page (EPP)

The new Disabled Veteran Leave will be added to the Leave screen on EPP and Leave Demo page. To view the Disabled Veteran Leave in EPP, select either E&L Statements or Leave from the Personal Info menu.
