REPT 23-01, Reporting Center and Secure-All Login Changes

Summary

In compliance with Cyber Executive Order 14028, the National Finance Center (NFC) is modifying the login process for the Reporting Center (RPCT) and Secure-All (SALL) to remove the eAuthentication user ID and password login option. Users will now be required to log in via Personal Identity Verification/Common Access Card (PIV/CAC), MobileLinc, or with an application user ID and password. When logging in with an application user ID and password, they will be required to use a two-factor authentication process.

The USDA eAuthentication screen changes impact USDA users and NFC Federated Customers. A more modernized streamlined page will display as a result of enforcement of PIV or PIV alternative options (e.g., MobileLinc).

Implementation

As a result of this enhancement, all USDA RPCT and SALL users will no longer be able to log in with a USDA eAuthentication user ID and password.

To Log In to RPCT Using PIV/CAC or MobileLinc:

  1. Connect to the NFC Web site at www.nfc.usda.gov.
  2. On the Application Launchpad, select the RPCT icon. The Warning Banner page is displayed.

  3. Select the OK button. The Reporting Center Login page is displayed.

  4. Select the eAuth Login button. The Log In with PIV/CAC page is displayed.

  5. Select PIV/CAC.

    OR

    Select MobileLinc.

  6. Select the applicable certificate information.

    Note: This may vary depending on Agency configuration.

  7. Complete the fields on the Log In with PIV/CAC or Log In with MobileLinc page.

To Log In to RPCT Using a User ID and Password:

Note: This option requires two-factor authentication.

  1. Connect to the NFC Web site at www.nfc.usda.gov.
  2. On the Application Launchpad, select the RPCT icon. The Warning Banner page is displayed.

  3. Select the OK button. The Reporting Center Login page is displayed.

  4. Complete the User ID and Password fields.
  5. Select the Login button. The Two-Step Authentication page is displayed.

  6. An email containing the Verification Code is sent to the user's work email address.
  7. Enter the Verification Code.
  8. Select the Submit button.

To Log In to SALL Using PIV/CAC or MobileLinc:

  1. Connect to the NFC Web site at www.nfc.usda.gov.
  2. On the Application Launchpad, select the SALL icon. The Warning Banner page is displayed.

  3. Select the I Agree - Login w/ EAuth Credentials button. The Log In with PIV/CAC page is displayed.

  4. Select PIV/CAC.

    OR

    Select MobileLinc.

  5. Select the applicable certificate information.

    Note: This may vary depending on Agency configuration.

  6. Complete the fields on the Log In with PIV/CAC or Log In with MobileLinc page.

To Log In to SALL Using a User ID and Password:

  1. Connect to the NFC Web site at www.nfc.usda.gov.
  2. On the Application Launchpad, select the SALL icon. The Warning Banner page is displayed.

  3. Select the I Agree - Login w/ SALL Credentials button. The SecureAll System Login page is displayed.

  4. Complete the User ID and Password fields.
  5. Select the Login button. The Two-Step Authentication page is displayed.

  6. An email containing the Verification Code is sent to the user's work email address.
  7. Enter the Verification Code.
  8. Select the Submit button.

To view these procedures, select HR and Payroll Clients from the MyNFC drop-down menu on the NFC Home page.
