Modification to ABCO for Pay.gov - Phase II (Automation)

System modifications will be made to create a modified process for the application of collections data handled by the United States Department of Agriculture/National Finance Center (USDA/NFC) Debt Collection Form hosted by Pay.gov. It will mirror the existing systemic process implemented by Administrative Billings and Collections (ABCO) for those collections received from the Document Tracking System (DOTSE) application.

Special Differential for Commissioned FO-1811

System modifications will be made to establish system edits in order to process special differential for Law Enforcement Officers (LEO) and allow special differential pay to count towards TSP, life insurance, and retirement as part of basic pay. This edit would require Nature of Action Code (NOAC) 818 to be used with legal authority code "UFM" with 807.10 and 550.151 and a special employee code that would allow payment for special differential to be included in basic pay for retirement purposes.

Remove Error (Edit) Code 054 for Appalachian Regional Commission (ARC)

System modifications will be made to remove the 054 Error Code Message, "Plan Code 78 Incompatible with RT-Plan Code 76." The error code is displayed when the employee changes their deduction amount for non Federal TSP Plan Code 78.

TIPS - Future Transaction

System modifications will be made to allow future transactions to be entered prior to the effective date on a submitted termination/cancellation transaction became effective. If the enrollee has a qualifying life event (QLE) before the termination/cancellation effective date is reached and needs to enter another transaction to accommodate it, he/she cannot do so because the enrollment has been locked. This will also accommodate future transactions during open season.
