HRPAY 22-03, Change in Federal Health Benefits Program (FEHB) Open Season Declaration in the Employee Personal Page (EPP)

Summary

If an employee makes a Federal Employees Health Benefits (FEHB) open season change in the Employee Personal Page (EPP) and notifies the Agency that they have changed their mind of the FEHB enrollment code selection made in EPP, the Agency must delete the action from Web-based Entry, Processing, Inquiry, and Correction System (EPIC Web), EmpowHR, or the Agency's Front-End System Interface (FESI).

Note: It is the Agency's HR office's responsibility to notify the National Finance Center (NFC) Benefits Processing Section of the change via ServiceNow. Failure to notify NFC may result in the insurance carrier having the employee enrolled in the incorrect plan.

Implementation

If an employee makes an FEHB open season change in EPP, and decides the change is incorrect or not needed, the employee must notify the Agency of the change.

Agencies must void the open season change in EPIC Web, EmpowHR, or FESI and submit a ServiceNow ticket to inform NFC so that NFC can notify the insurance carrier.

To Submit a Void of FEHB Open Season Change:

  1. Connect to the NFC Web site.
  2. Select the Contact Us link.
  3. Select HR/Payroll Help.
  4. Select the Log into Console (eAuth) button for Federated users, to log in to the ServiceNow Customer Service Portal.

    OR

    Select the Log into Console button for Non-Federated users, to log in to the ServiceNow Customer Service Portal.

  5. Select Requests Items/Services, under the How can we help you? Incidents and Requests section. The Service Catalog List is displayed.
  6. Select Benefits Processing- FEHB/TSP/Intl'lOrg.
  7. Select Submit an FEHB Request.
  8. Select Open Season.
  9. Enter the information for deletion of the incorrect FEHB enrollment code.

Note: All enrollments are sent daily by NFC to the carrier. If a ServiceNow ticket is not submitted by the Agency to void the incorrect open season change, the employee will be enrolled in both the correct and incorrect plans.
