HRPAY 19-09, Enterprise Human Resources Integration (EHRI) Data Element Modifications

Summary

Modifications will be added to meet the Enterprise Human Resources Integration (EHRI) requirement to report on new data elements for Position Sensitivity, Risk Level, and Security Clearance.

EmpowHR

A new value, NCS/High Risk (NCS=noncritical-sensitivity), will be added to the Position Sensitivity drop-down list.

Two values, 6 and 9, will be removed from the Security Clearance drop-down list.

Front-End System Interface (FESI)

A new field, Security Clearance Code, will be added to the Individual Position record.

Personnel Input and Edit Subsystem (PINE)

A new error message, Security Clearance Code Invalid, will be added.

Position Management System Online (PMSO)

A new field, Security Clearance Code, will be added to the Individual Position screen.

Implementation

EmpowHR

EmpowHR will add a new option to the Position Management component for the Position Sensitivity code. This information will be displayed on IRIS Program IR102.

To Display the Position Sensitivity Code Field in EmpowHR:

  1. Select Position Management.
  2. Select Position Information.
  3. Enter the position information in the Position Information tab.
  4. Complete all of the required fields in the Description tab.
  5. Complete all of the required fields in the Specific Information tab.
  6. Select the Position Sensitivity code value from the drop-down list. Valid values are:
    • Critical Sensitive
    • High Risk
    • Moderate Risk
    • Non Sensitive
    • Non-Critical, Sensitive
    • Special Sensitive
    • NCS/High Risk

EmpowHR will also update the values for the Security Clearance values to remove the 6 and the 9.

To Display the Security Clearance Field in EmpowHR:

  1. Select Position Management.
  2. Select Position Information.
  3. Enter the position information in the Position Information tab.
  4. Complete all of the required fields in the Description tab.
  5. Complete all of the required fields in the Specific Information tab.
  6. Select the Security Clearance code value from the drop down list. Valid values are:
    • 0 - Not Required
    • 1 - Confidential
    • 2 - Secret
    • 3 - Top Secret
    • 4 - SCI/Intel Community Director
    • 5 - Q/Atomic Energy Act of 1954
    • 7 - L/Atomic Energy Act of 1954
    • 8 - Other

FESI

The FESI File Layout for PMSO will be updated to include Position Sensitivity, Risk Level Code, and Security Clearance. The layout will include a new field for Security Clearance Code in Position 242-242 on the FESI File. The filler will be reduced by one position to 243-500.

Agencies with their own front-end systems may require modifications for this implementation process with the National Finance Center (NFC). Agencies will be responsible for updating all active Individual Positions with the correct information for Position Sensitivity and Security Clearance data elements.

PINE

A new error message, 102,Security Clearance Code Invalid, will be added to Document Type 998, Security Clearance Code

PMSO

A new field will be added to the Individual Position record. The new field Security Clearance Code will be displayed on IRIS Program IR102.
