Permanent Change of Duty Station (PCS) Reactivation Process

Each Member/Family enrolled in the U.S. Coast Guard (USCG) Child Care Subsidy (CCS) Program who completes a Permanent Change of Duty Station (PCS) move must notify the USDA and request to be placed in an Inactive Status prior to the process of relocating. Once the Member’s move is complete, Members must Reactivate their U.S. Coast Guard Child Care Subsidy Benefit. Reactivation of a Member's USCG CCS Benefit due to a PCS can only occur if/when the Member completes and submits to the USDA the Permanent Change of Duty Station (PCS)/Reactivation Process Package.

Once the Member's move is complete, Members must Reactivate their U.S. Coast Guard Child Care Subsidy Benefit. Reactivation of a Member's USCG CCS Benefit due to a PCS can only occur if/when the Member completes and submits to the USDA the Permanent Change of Duty Station (PCS)/Reactivation Process Package. If a complete PCS/Reactivation Package is not received within 90 days of the Member's Inactive Status, they will be officially removed from the program for non-compliance.

Steps to Completing PCS Reactivation

  1. Member receives orders to PCS
  2. Member begins organizing their Family for the move
  3. Member determines last day of child care needed
  4. Member completes the Request for Benefits to be Placed in an Inactive Status USCG Form 2011-13
  5. USDA Child Care Administration Program updates Member’s case and confirms Member's Inactive Status effective date and final day of Inactive Status
  6. Member completes PCS/Relocation
  7. Member locates a new Child Care Provider
  8. Member completes the USCG Child Care Subsidy Program PCS/Reactivation Package and submits to the USDA Child Care Administration Program prior to the Member's child/children's enrollment date
  9. USDA Child Care Administration Program validates the Child Care Provider and obtains any additional information as applicable
  10. USDA Child Care Administration Program updates Member's case informing both the Member and Provider of the benefit that the Family may now be eligible to receive
